The Youngstown Foundation, in partnership with Youngstown City Schools and Youngstown State University, announced the expansion of the Y-Star program. The scholarship, which. Funds previously included for tuition will now grow to include funding for YSU-owned housing, personal computers, meals, and other expenses.
