The Youngstown City School District Board of Education approved a partnership with Petermann Bus for student transportation services starting in the 2026ā2027 school year during a special board meeting on Thursday, May 28, 2026.
This decision followed a thorough Request for Proposals (RFP) process to evaluate student transportation services. The review reinforced YCSD's commitment to effective operations and cost efficiency, while ensuring safe and reliable transportation for students.
Petermann Bus partners with more than 30 schools across Ohio, such as Akron Public Schools, Twinsburg, Monroe, Tallmadge City Schools, and Nordonia Hills City Schools.
Why is transportation outsourcing being recommended?
The current transportation model involves significant day-to-day challenges, such as ensuring adequate staffing, maintaining staff attendance, covering routes, meeting compliance standards, managing maintenance, utilizing technology, and coordinating with contractors.
YCSD currently spends $10 million on transportation; with this new partnership, the district is set to have a potential three million in savings.
My student currently receives transportation; what are my next steps?
Families of eligible riders will be provided more details over the summer; this includes all eligible students, not limited to:
Ā· Daily home-to-school transportation
Ā· Special Education transportation
Ā· McKinney-Vento transportation
Ā· Charter and Non-public transportation as required by law
Ā· Preschool transportation
Ā· Mid-day routes
Ā· Field trips
Ā· Athletic transportation
Will there be high school busing?
High school transportation is a top priority as we plan for the upcoming transition. The District is working with Petermann to quickly review transportation options.
The District anticipates to offer at least a targeted transportation option with hub stops (designated pick up points on each side of town) for students at Youngstown High School and Youngstown Rayen Early College High School for the 2026ā2027 school year, and will continue to evaluate restoring full busing.
